Low Sulphur Fuel Surcharge, Baltic Sea Ports As customers may be aware, under the requirements of the Marpol 73/78 convention, the Baltic Sea is designated as a special area as from 19th May 2006. This means that vessels operating in this area must use fuel oils with a sulphur content not exceeding 1.5%.
